Introduction
Environmental Impact Assessments (EIAs) evaluate how large-scale solar projects affect land, water, wildlife, and communities. They’re mandatory in many countries, guided by laws like the EU’s EIA Directive or the US’s NEPA. This document is the result of a regional collaboration under the environmental cooperation agreements undertaken as part of the Central America and Dominican Republic Free Trade Agreements with the United States. In 2023, the Washington State Legislature directed the state Department of Ecology (Ecology) to prepare a broad environmental review that assesses and discloses the probable significant adverse environmental impacts that utility-scale solar energy facilities may pose in Washington.
