Introduction
Nine states explicitly ban pumped storage from RPS eligibility, while others allow it if it meets certain small hydroelectric facility criteria and uses renewable energy for pumping. Pumped hydroelectric storage (PHS) is the most widely used electrical energy storage technology in the world today. Environmental regulations significantly impact the construction of new pumped hydro storage (PHS) projects by imposing detailed permitting processes, environmental studies, and mitigation requirements aimed at minimizing ecological harm. It is a configuration of two water reservoirs at different elevations that can generate power as water moves down from one to the other (discharge), passing through a turbine. A PSH system stores energy in the form of gravitational potential energy of water, pumped from a lower elevation.
